The TEAM ECOCONSTRUCTION project partners have met from the 17th to the 19th of November 2009 for the 3rd transnational meeting in DORBIRN in AUSTRIA
The TEAM ECOCONSTRUCTION project partners NEOPOLIS/CCI DROME(FR), ENERGIEINSTITUT of VORARLBERG (AT), Cluster Eco-construction (BE), PFE Coria (ES), EAV (LV) have met from the 17th to the 19th of November 2009 for the 3rd transnational meeting in DORBIRN in AUSTRIA.

Meeting place : Energy Institute in Vorarlberg
The job: competences and certification benchmark is finished.
The professional profile chosen is Technician in Low Energy Building.
The written methodology of this benchmark has been presented using POWER POINT and will be available on-line from May. In April, it will be possible to download the benchmark details from the project web site. Its contents has changed and will finally be divided in 3 units :
CERTIFICATION UNIT N° 1
To plan and organise the building site respecting the sustainable development basis.
CERTIFICATION UNIT N° 2
To carry out the envelop, insulation and tightness using materials which respect the environment.
CERTIFICATION UNIT N° 3
Plan and develop the areas to integrate the different technical equipment.
The training Forms are finished. They are being translated in the languages of the partners and will be available on-line in June 2010.
DEVELOPMENT OF A EUROPEAN RESOURCES CENTRE DEDICATED TO ECO CONSTRUCTION
Our Belgian partners, using their experience, have led this working group. From a hypothetical situation in 2012 : « 500 European centres are certified in Europe. The Austrian, Latvian, Spanish and Belgian ministers are present to celebrate it in Neopolis which is the lead project. » each work group had to answer 3 questions :
- What is the ideal resource centre in eco construction?
- Which are the activities of this centre and what is the target market?
- Why the certified resources centres are successful ?
The results have led to a first writing work :
- the definition of a resources centre and its mission
- the list of the available resources
- a European charter
- an application form to become member of the European network
The partners organisations commit themselves to become members of the network and will have to respect the memebership conditions.
The SMALA (CH) suggests a legal study to write the Charter
E-learning modules
In the project activities it is planned to develop 3 distant training modules.The themes are:
- Sustainable development and construction
- Carbon and thermal balance of the materials
- Energy labels
Pilot training in Latvia :
UA training module will take place at the end of April. The theme will be chosen during a work group between Latvian construction companies and EAV The evaluation will be analysed during the next transnational seminar which will take place from the 17th to the 21st of May 2010 in Latvia.
Organisation of visits and technical conferences on building energy efficiency and territorial politics in subsidies and training.
French elected representatives and companies interested in these themes have participated to these journeys :

- The Regional representative of Biovallée,Véronique CHLOTTER accompanied by two territorial technicians²,
- SAMSE Marketing director accompanied by the responsible of the wood construction sector (merchants in construction materials)

The project partners have participated to a trip on the passive house theme..
Following a first conference in the Vorarlberg Energy Institute on the ecological construction and renovation, the participants have visited the renovated bank building in Dombirn. The building visit, led by the architect Gerhard Zweier has made possible to discover the renovation measures used. Thanks to a global approach, the definition of lasting objectives and the determination of the parts of the building to be improved, the passive house standard has been obtained. The optimisation of the building envelop allows to obtain annual operating costs for heating, cooling and ventilation around 70% less than other building similar to this one..
The excursion has finished with a visit to a shared house with common areas in Wolfurt. Harald Gmeiner from the Vorarlberg Energy Institute has presented the modular homes and the energy efficient technical installations developed and the ecological choice of materials.
